I'm not really sure why, but I've been trying to figure out how to grow Scorched Stems and I can't figure out how to do it.

There is (intentionally) no way to grow them; they're the result of some kind of fiery disaster I'm pretty sure. I've thought about it a few times (because the wood is so awesome) but I haven't come up with anything good enough to discuss with the other Terraformers. FWIW, 1.18.2 / 1.19.2 generate a significant amount more of the scorched trees than 1.16 did on average...

We've started discussing it. I think we'll be adding some way to get them. But it probably won't be growing a sapling per se.

I assume it will also have to grow on a specific type of Nylium/Mycelium, right? Or maybe on the Ash Blocks?

As I mentioned above, it probably won't be via growing them. They are dead plants after all.

One of my friends suggested lighting other trees on fire with flint and steel as a method for making Scorched Stems. IDK if that helps with your discussion.

A suggestion I have is adding the trees in some of the vanilla nether biomes to compensate for not being renewable. Maybe scattered about the whole nether dimension in general, and only being very abundsnt in the scorched biome
