It is currently not documented that subcommands can be provided through subparsers like https://github.com/TurboGears/tg2devtools/blob/development/devtools/gearbox/alembic_migrate.py does.

It is also not really easy to load the subcommands through extensions and gearbox should provide a facility for that.
