Qubit reduction using point group symmetry

We should look at integrating this paper into the HamiltonianBuilder as another form of qubit reduction.

Would be best to do this explicitly, and probably the best option would be to add it as a function directly to the class.
Alternatively, we could use the same structure as Localizers to implement an ABC for Reducer (though that's a terrible name), which would then feed into the builder in the same way as localizers do the driver.
