[Enhancement] Run pre-commit hooks as part of github actions

Since we're anticipating new contributors as the OMRChecker community grows, it's important to streamline the code standards and checks whenever new PRs are raised.

Describe the solution you'd like
We already have a good set of linters and checks in the pre-commit-config file which can be reused for running on PRs via Github Actions.
