Thanks for the report.
I didn't have any trouble slicing it on my Win10 system. I didn't find any model errors or problems.

The Cura team will take a look but problems that can't be duplicated can't be found.

I do have a comment regarding your setup.
Normal supports "touching build plate" will only allow for supports directly in line with the holes in the base of the model. They have zero reach and when they get to the area that actually needs support they will not grow wider to support it.
Here you can see that the inner and outer wall extrusions of the inside diameter are not supported. This is absolutely going to fail.

This is with tree supports and the interface horizontal expansion at 0.60. You can see that the overhang is supported much better and should be OK.

I think I would go this way with Normal Supports and Everywhere with a bottom gap of 2 layer heights (so they remove easier). This will require some fiddling to get the trapped supports out, but sometimes that's a necessary evil. This will also allow you to turn the "bridge settings" off. That will give a better finish to the first-layer-over-support.
