Clarify how NUG uses string and character array #2

The NUG is not consistent in how it refers to strings, using "character array", "character string", and "string" somewhat interchangeably. While the netCDF-4 string type was added to the NUG document in some places, a full review of string (the concept), character arrays, and the string type is needed.
