Upgrade sphinx to version newer than 7.4.7 #2950

Sphinx version 8.0.0 and on do not support Python 3.9 longer. Therefore we cannot upgrade further than version 7.4.7.

When we decide to drop Python 3.9 we can upgrade Sphinx further.
