wslpath returns invalid argument on WSL1 (GHA runners)

While locally I was able to use the code below to expose the Windows path towards wsl home directory, it seem that it does not work with GHA runners.

WIN_PATH=$(wslpath -w ~)
echo "::set-output name=working-directory::$WIN_PATH"
wslpath: /root: Invalid argument

As locally I have WSL2, I kinda start to believe that wsl1 version of wslpath my not work correctly. Very weird as it did not complain about not supporting -w, it complained about the argument.

Updates:

• Windows 10 wsl1: returned value \\wsl$\Ubuntu\home\ssbarnea,
• Windows 2022 wsl1 (GHA): returned value \\wsl\Debian\root\ -- see missing "$"?

I guess with the windows-2019 WSLv1 it is simply not possible to access the WSL files from Windows.
This:
