Any idea what cause the following issue?

Error executing "ListObjects" on "https://s3.s3-website-ap-southeast-1.amazonaws.com/dev-cg-storage?encoding-ty
pe=url"; AWS HTTP error: cURL error 7: Failed to connect to s3.s3-website-ap-southeast-1.amazonaws.com port 443
