Right now right-clicking gives you this view

Replace that with annotation controls.. Basically, move the annotation controls into that popup and out of the left-hand panel. User should be able to select a label (with recently-used labels at the top) and apply it, with keyboard shortcuts for selecting a label and applying it.

... and make showing the annotation history a separate step
