Open up this url in a browser: steam://open/console
In the input field at the bottom, enter this (replace 8 by your desired thread count):
unShaderBackgroundProcessingThreads 8

You can make it persistent by putting it into a new file called steam_dev.cfg in the Steam folder ( default ~/.local/share/Steam/). Then restart Steam.
