Banner notification when place is locked above "default"

Since WMEPH won't lower locks automatically by design, editors may not realize that a place is locked higher what WMEPH would otherwise set the lock to, if it were underlocked. This might also get a button to set the place to standard lock level for the given conditions.

Not sure I agree. Generally if a place is overlocked there's a reason, and given even an R1 can submit a PUR for an L5 locked place I don't think there's a reason to be concerned about overlocked places (phoenixhawke)
