In the case of wasmGC, the encoding of the ref is incorrect. such as test/dump/typed_func_refds_params #2364

In the test/dump/typed_func_refds_params ,

ref----0x6b,but in the wasmGC standard,ref----0x64.
if translate ref to 0x6b, the chrome will report an error.

This problem appears in the following two files.

Hope to solve this problem, otherwise pr can not go through.
