Difftastic currently uses clap v3; using clap v4 would allow us to branch and build it for EPEL 10 (for RHEL/AlmaLinux/CentOS Stream/etc. 10) without having to carry around older crates like clap v3

Seems totally doable now, difftastic's MSRV is sufficiently high for clap 4 these days (up to clap 4.3.x).
