What steps will reproduce the problem?

If you use fanart.upscale=false in the properties file (used it with eversion) local stored fanart is not taken when building a jukebox.
As result no fanart is stored in the jukebox folder in these cases.

Setting fanart.upscale=true or deleting fanart.upscale solved the problem.

What version/revision of YAMJ are you using? On what operating system?
