Is your feature request related to a problem? Please describe.
Instead of going through all pictograms they should could be organized in categories

Describe the solution you'd like
It should be possible for the guardians to edit the pictogram categories name and colour. The choosen citizen should also be able to see the changes.

Additional context
Issue #4 should be fixed first.
