Can't run on MacOS runner due to action.yml indicating it uses Docker #57

I was going to to use this action. I have MacOS runners. When trying to use this action, I get the error

Error: Container action is only supported on Linux

This is due to the action.yml using docker to run versus being setup to run on node.

This should be resolved by #296 :) The PR converts the action to a TypeScript action instead of using a container.
