See failing AppVeyor build at https://ci.appveyor.com/project/activescott/lessmsi/build/1.0.13 for example of failure.

Apparently some packaging tool is available as cpack intermittently on appvoyer build workers and this started recently afflicting builds. Just need to use choco pack instead
