some RHOHV NaN values decoded incorrectly in NEXRAD data

Example NEXRAD file with this problem is KBRO20170514_005758_V06, certain correlation coefficient values decode to 654.3599853515625, while these values should be NaN, and always within the [0,1.1] domain.

This error likely occurs in rsl.c library of vol2bird, or in the RSL library itself.

The bug does not affect the performance of the profiling algorithm, since values >1 will be discarded as precipitation either way.
