target '_sanity.regular' failed in Directories/Files Change Test PR

Describe the bug
Followed by the advice here, the target was changed to '_sanity.regular' for the reason that build_list has already limited the tests category.

But in the latest local test, some errors about the target occurred when running against system and openj9.

To Reproduce
Change some file under system folder and make a pr, then check the github action.

Update

When running test against perf, it ran normally,
except the target renaissance-fj-kmeans_0 is failed when running against windows.

Solve

This problem happens because I updated the master branch but forgot to update the test branch.
No more such error appears after the update in this run.

But the failed tests might need to be noticed in future.
