error loading file via juicer tool

Hi,

When I run the command java -jar /user/juicer_tools_1.22.01.jar hiccups --cpu --ignore-sparsity -r 10000 -k KR -f.1 -p 2 -i 5 -t 0.02,1.5,1.75,2 -d 20000 https://hicfiles.s3.amazonaws.com/external/bonev/ES_mapq30.hic /user/ES_results, the error is generated as below
WARN [2023-08-29T10:51:43,102] [Globals.java:138] [main] Development mode is enabled Reading file:https://hicfiles.s3.amazonaws.com/external/bonev/ES_mapq30.hic Could not read hic file: Server returned HTTP response code: 403 for URL:https://hicfiles.s3.amazonaws.com/external/bonev/ES_mapq30.hic

It is strange, since I have run this command with differenr paramters last two weeks successfully. And I tried to close the VPN, the error still happened. What's wrong was it?
