We're not getting to [](Google's Dev Library) because of not having a license (MIT or Apache).

review the whole repo; reconsider its name (it's not only for CI, also for development)
add a license?? (or have it in public domain??)

The name can reflect that we want to wrap the emulator in Docker, not the CLI (though they are packaged in one). firebase-emulators-kit, maybe?

Instruct then (in README) people to build as firebase-emulators.
