Is the design_pim guides up to date?

Hi

When i follow the guide (https://docs.akeneo.com/latest/design_pim/overview.html) on a brand new 4.0.72 installed with composer and no docker, running on an pop_os 20.04 (have tried ubuntu 18.04 per the installation guide - same error)

When ever i follow the guide, (I copy and paste file paths and file contents) the "hello world" just does not show (I assume it should show in the "Product infos" on the edit product page.)

I have also tried adding a new tab to the system/configuration page, with no luck.

Is there any way to debug as to why it does not show?
