Including govuk_test changes the default (rails s) server to Puma #2

What we did
We added govuk_test in content-publisher in alphagov/content-publisher@e352ba6

What happened
This has caused Rails to default to the puma server when we run rails s.

What I expected the happen
No change to the rails application server

Workaround
We've updated the startup.sh to run rails s webrick to force the auto-reloading webrick development server.
