how is a sgwu/upf chosen?

Current config multiplexes eNB to KeyLTE router based on TAI, but in some cases if the KeyLTE router is down I have seen the code assign it to a different TAI. This is bad behavior and runs the risk of really confusing us. We should either explicitly configure a default or error-out in this case.
