What needs to happen?

For testing and development purposes, if your pipelines requires Azure Blob Storage, you'll need a Microsoft Azure account in order to test them.
As an alternative, Microsoft ships Azurite for such goals; but unfortunately, at the moment there's no chance to specify in the connection string the host of you local Azurite env.

This issue is for parameterising the host of Azure Blob Storage, in order to test locally your workflows.
