Feature Request / Improvement

A lot of these are just metadata operations. Inspired by #346

Hey @kevinjqliu thank you for raising this. I'm interested in writing up the PyIceberg implementation for add_files Migration Procedure if you haven't started working on it yet. Let me know if that's alright with you!
