Remove Create Nested Rule Functionality

Description

Following the changes made in PR #3152, the functionality to add static properties in the UI was removed. Additionally, the CreateNestedRuleDescription functionality was marked as deprecated.

Proposed Action:

• After the release of version 0.97.0, all code related to the deprecated static properties functionality, including CreateNestedRuleDescription, can be safely removed from the codebase.

This cleanup will help maintain the clarity and efficiency of the code by removing outdated elements.
