aragon-cli commands fail with Cannot find transaction path for executing action

I've installed
@aragon/cli
then trying to install token-request 1hive app to an existing membership dao i've created on rinkeby(using rinkeby.aragon.org)
dao install unrest.aragonid.eth token-request.aragonpm.eth --app-init-args 0xe73d888e91e5c04851fe6db715e14859059cc532 0xc5c75ffc36458972e432fbdbd4c2fcb59e09d43a ["'0xc42da14b1c0ae7d4dd3946633f1046c3d46f3101'"] --env aragon:rinkeby
the result ifails with:

when i try to list apm packages i get the following error:
aragon apm info aragonpm.eth --env aragon:mainnet

Fetching aragonpm.eth@latest
✖ execution reverted
