fix namespace install including crd's

Then namespace install manifests contains crds. Having CRD's included in the namespaced install is a bit strange because generally people that install into a particular namespace will have multiple installs in one cluster and crd's are a cluster level resource so for example if they use argocd to install rollouts in multiple namespaces they will fight for control of the crds. ArgoCD's manifest themself also do not include CRDs in the namespace install.
