Bug is a user doesn't have any streams in their name! #156

Essentially a new user will not get any prompts to go ahead and create streams in order to get started with the assessment.

Solution A, create a prompt
Solution B, add a dummy stream to get them started. Maybe we clone a public one that already has an assessment
