[Feature] Offer tooling for users to delete stale cache from disk

Description

Similar to how Cosmos supports cleaning up stale cache stored in Airflow variables, we should also support cleaning up the stale cache for the cache stored in disk:

Use case/motivation

Avoid filling up the disk, which may or may not be an ephemeral K8s pod storage.
