None of the objectives in the issues in this repository state a purpose, so for all of them the question is open as to "why should this work be done?"
According to mailing list and IRC traffic the answers are:
make the test suite stricts/etc. compatible
try and figure out how much of cpan gets broken and once we have that data, try and convince people to make strict and friends default for unversioned code
One or more audits of these defaults against CPAN must be done in order to understand how much of it would break if each of them is chosen.
The list of defaults is currently a proposal and will be revisited after gathering some metrics.
