chatbot doesn't see room subjec change

What steps will reproduce the problem?
1. start neutron for some channel
2. change channel subject
3. open chatlog

What is the expected output? What do you see instead?
I except message that channel subject change. But I don't see it.

What version of the product are you using? On what operating system?

this patch seems to fix this issue.
I'm not sure if it have some problems.

I think in addition to checking that the body is none, we have to check that 
there is
a subject tag in the message (it could be blank, but I think it has to be 
there).
