Add generate_documentation_file (#374)

## What? Adds an `generate_documentation_file` attribute to all rules. By setting this attribute to `True` an xml documentation file will be added to the output of compilation actions ## Why? This can be useful when people are packaging libraries or have tooling that parses the documentation
