I'm not sure what the best solution here would be but when issues/PRs get locked and this Action runs to comments on them it fails to do so.
I'd assume that a token with issues: write & pull-requests: write has sufficient permission to unlock the issue/PR and post the comment (and possibly re-lock)? But also I understand that would basically triple the amount of requests, where the token probably has limited request capacity associated with it. So I wonder if there's a way to just somehow "force-comment" even on locked threads, just like users with certain permissions on the repo can today in the UI?
