config.inc used?

Want to use the forward driver but did not have an idea what the exact config file name would be.
I discovered that config.inc or config.inc.php is not read anywhere.
Am I missing something or is the plugin intended for use with postfix and sql only?

I think that file is read the roundcube itself and the contents is passed to the plugin.
