The decision was made during steering committee meeting: we will be applying for phase I. Would be great to see @bids-standard/steering and @bids-standard/maintainers folks on board . I will be checking with local grant officer on next steps etc.

I looked at the solicitation more closely, and I think that we would be much more well-suited to the (longer, more money) phase 2 of the POSE solicitiation. That does require a proposal that is a bit more well fleshed-out, though.
