This issue aims to set up the basic infrastructure and implementation for a CSS linter, making it easier for new/potential contributors to join

We're close! But we haven't started implementing stylelint-config-standard yet. And There's one issue stopping us from using some rules in stylelint-config-recommended. It might take a bit longer since I've been busy at work lately:(
