Mods are not being cached

After running landscaper locally against a large number of repositories, I noticed landscaper is not caching, which seems to commonly cause errors from the API, presumably from too many requests.

1. Notice that for each directory, landscaper logs that it has resolved the gist
2. Notice less than half way though the dirs, landscaper starts failing to get the gist
