Export Lottery Data - no option to agree to terms before exporting

Bug:

When you go to export lottery data as a partner, you don't have the option to check a box that you agree to the terms before exporting. You can also export without technically accepting.

Expected Behavior:
You should be required to check a box that you agree to the terms as a partner exporting lottery and/or application data.

QA: https://partners.staging.housingbayarea.mtc.ca.gov/sign-in
This can be tested by attempting to export a lottery as a partner user and attempting to export without/with the agreed to terms checkbox selected.
