Empty flyout dialog/button on WSJ / Car and Driver heading clicks

Description

When you click on Car and Driver or WSJ - Markets' section headings, an empty, white, clipped flyout menu or button appears, above it

Steps to Reproduce

1. in any {nightly, dev, beta, release} build, with a clean profile, launch Brave
2. open a new-tab page
3. scroll down to either "WSJ - Markets" or "Car and Driver" section headings
4. Click on either WSJ - Markets or Car and Driver section headings
5. Look at the resulting white, clipped flyout menu/button

Not sure; this looks like an ARIA-popup issue, from the markup.

So far, I've found it literally cannot happen due to non-use of Z-index (or at least, correct use!).
