After connecting/disconnecting VPN, status keeps spinning instead of providing proper status in the VPN Panel

Description

Connecting and Disconnecting statuses spin in the VPN panel until the panel is closed manually after enabling and disabling VPN. Would prefer to have Connected and Disconnected status OR no text. Also VPN button do not display green once connected.

Steps to Reproduce

1. Install 1.40.x and launch Brave
2. Purchase VPN and enable VPN (Followed steps #Implement Brave VPN on Desktop #15804 (comment))
3. Disconnect VPN
4. Open VPN panel again and enable VPN

Actual result:

Disconnecting.. spins until the panel is closed manually
Connecting.. spins until he panel is closed manually
VPN button is not shown green after enabling VPN. Green displayed after clicking VPN button

Expected result:

Proper status should display when VPN is enabled/disabled in the panel OR do not display any text.
VPN button should be shown green once VPN is enabled in the VPN panel
