After installing new Brave installer, history doesn't render in the Jump List. However, history only shows up in the Jump List after Uninstall and reinstalling Brave

Description

For testing this issue, history needs to be established and shown in the Jump List. When a new installer installed (1.43.55) and generate some history as per the the test steps in #9820, history is not rendered in the Jump List. However, after uninstalling and reinstalling worked fine.

Steps to Reproduce

1. Install `1.43.55` 2. Launch Brave 3. Right click Brave and confirmed no history available 4. visit few sites (`cnn.com`, `bbc.com`,`wsj.com`) to establish a history 5. open few links in separate tabs for`bbc.com`site 6. open `brave://history` to view the history 7. closed `bbc.com` tabs (to view later in the `Recently closed` in the Jump List for testing) 8. pin Brave to the `system task bar` 9. right click the `Brave` icon in `system taskbar` to open `Jump List` 10. no history shown for `Most visited` and `Recently closed` 11. close Brave and right click the pinned `Brave` icon 12. no history shown for `Most visited` and `Recently closed` 13. uninstalled and reinstalled Brave 14. launch Brave 15. do not pin Brave to the taskbar 16. Right click Brave 17. Jump list shows history from my earlier testing (not related to this) 18. `brave://history` page shows blank 17. Repeat above steps 4-9 19. Step 10 and 12 shows the history in the `Jump List` this time 20. clear the data by electing `All Time` for Time Range, select all the items in `brave://history` 21. confirmed entries in the Jump List are cleared when right clicked the icon in `system taskbar`

## Actual result: No history rendered to on the Jump List to clear entries after downloading and installing Brave first time around. Uninstalled and reinstalled worked.
