Remove 30 day history from unconnected and grandfather unverified states

Since we don't pay for ads we shouldn't show their history. cc @tmancey

Steps to Reproduce

unconnected state

1. Clean profile
2. Enable rewards and ads
3. Open brave://rewards

grandfather unverified state

1. Install 1.47.x
2. Clean profile
3. Enable rewards and ads
4. Upgrade to 1.48.x
5. Open brave://rewards

Actual result:

30 day history is shown

30 day history is not shown
