The viewed ad is displayed twice in Ads History popup

Steps to Reproduce

1. Clean profile 0.63.55
2. Enable rewards and view an ad in 0.63.55
3. Upgrade to 0.69.130
4. View an ad in 0.69.130
5. Reload brave://rewards
6. Click on 7-days ads history link
7. The ad which is viewed in step 4 is displayed twice in ads history

Actual result:

The viewed ad is displayed twice in Ads History popup

Expected result:

The viewed ad should be displayed only once in ads history
