tor proxy connection failed on osx 10.11.16 El Capitan

installed latest brave download: 0.70.121 chromium 78.0.3904.70 (official build) 64-bit

Open up regular browsing window: works fine, goes to https://duckduckgo.com fine.

Try to open up "New private window with Tor":
a) it opens
b) try to go to https://duckduckgo.com ; result:
"No internet"
There is somethign wrong with the proxy server, or the address is incorrect.
ERR_PROXY_CONNECTION_FAILED

detail: I have no proxies configured on my OSX.

Conclude: Tor is broken out of the box with latest Brave download, on OSX 10.11.16.
For comparison: try on mac OSX 10.13.6 high sierra, works fine.
