Brave Rewards widget is not shown completely

Description

Steps to Reproduce

1. Set OS locale to Japan
2. Open a NTP
3. Disable Brave rewards switch in Dashboard settings and make sure rewards widget is hidden completely
4. Navigate to brave://settings/newTab
5. Enable brave rewards
6. Come back to the already opened NTP (step2)
7. Rewards widget is not shown completely

Note: Reload tab will resolve the issue

Brave Rewards widget should be shown completely

As discussed with @bsclifton and @srirambv moving this issue out of 1.8.x as brave://settings/newTab setting is not part of 1.8.x so moving to 1.9.x
