Screen size does not stay the same when reopening brave.

  When opening Brave on a multimonitor setup the window does not take up the full screen and needs to be adjusted.

• Platform (Win7, 8, 10? macOS? Linux distro?):
  Win10

• Brave Version (revision SHA):
  4e46480

• Steps to reproduce:

  1. Make sure Brave is expanded to the full screen size and then close it.
  2. Open Brave on a Windows 10 Multimonitor setup
  3. View the window's location.

• Actual result:
  The window is about 10 pixels off center and not maximized

• Expected result:
  The window is the same as when it was closed, maximized and centered.
