New UI: notification_background is black / text unreadable

I really like this minimalstic colour scheme, thanks for publishing it :)

Probably more of an issue for the JetBrains team for the New UI and not a specific colour scheme but maybe it helps someone else.

The notification_background doesn't have a value set: <option name="NOTIFICATION_BACKGROUND" value="" />
and apparently the default for New UI is black? (Mac, PhpStorm 2022.3.2).
